Representatives are individuals appointed to represent the interests of their planet in the Alliance of Planets. Representatives speak on behalf of their citizens at Sittings of the Interstellar Quorum. Some Representatives are appointed to their position by the Decree of the Interstellar Quorum (that is, via a Count that reaches Concordance). Some Representatives are selected by their home planet’s Administration. A small few can claim a Seat at the Interstellar Quorum by virtue of their birthright; the Crown of Libb, Yesmane Galina, for example.
“The Interstellar Quorum housed hundreds of Representatives from planets, cities and colonies near and far. The chorus of voices that debated this chamber echoed faintly in her mind. Soon she would have to face them. Yesmane Galina took a deep breath; her plunged golden-plated corset felt tight. At full capacity it gathered the greatest array of races across D’Olex and set the stage for fierce debate. Here Concordance was law.”
Balance of Power
“Thousands of Representatives make up the Interstellar Quorum. All have a voice, all have their own agendas. In the known universe of D’Olex we trade together and we share the burden of security. When Darkness began to spread, the Alliance started as a group of concerned planets. Their past experience led them to believe that stopping it sooner rather than later was the best option. They were right. Darkness quickly spread across galaxies.”
As the voice of the citizens, collectively the Representatives hold the balance of power across the Alliance of Planets. This is because matters of security, war, taxes and Administration are determined by Counts in the Interstellar Quorum. Commanders of the Cross cannot make large-scale military decisions without Representative Decree.
“The Alliance of Planets defends the citizens and the Interstellar Quorum is the stage where policy plays out. You will see this grand amphitheatre Zach Salt, and you will meet many Representatives that make up this Quorum.”
With power, comes the abuse of power. Several POV Characters link Representatives to the taint of Rank (lust for wealth). Counts in the Interstellar Quorum have been influenced by Rank more than once. This would imply that multiple Representatives are in involved in some corrupt activities. Both Yesmane Galina and Landen Dark witness the manipulation of law because of Rank.
“Failing to reach Concordance was final. Planets were forced to live with the decisions of their Representatives. Yesmane Galina watched the funnel of seats melt in her mind. The colour ran like paint in a sink. A thousand shades twisted, blurred and spun, just the way Yesmane would describe universal diplomacy. A sad dream she thought, but true enough.”
