What is the Interstellar Quorum?

Interstellar Quorum is the political debating arena for the Alliance of Planets. The Interstellar Quorum is situated inside Quorum Treaty, at the very centre of the space station. It is a vast metallic amphitheatre made up of seats in a funnel formation. Before the planet-sized space station Quorum Treaty was built, planets in the Alliance across D’Olex (the known universe) took turns at hosting a Sitting (gathering). Many years passed between the first Sitting and when the Interstellar Quorum was relocated to its permanent and current home.

Long before the events of book one in the series Lore of Energy and Light® took place, the Alliance moved to solidify the “treaty of the many” by giving Representatives from each planet a voice in interstellar affairs. Representatives speak on behalf of a planet when there is a Sitting of the Quorum. Some Representatives are appointed to their position either by their home planet’s Administration or by the Interstellar Quorum itself. In other cases, some citizens may have a birthright to attend a Sitting (though not as Representatives), like Crown Yesmane Galina. Yesmane, along with City Administrators may attend a Sitting, though not cast a vote.

It was a living amphitheatre awash with colour. She had seen it before, yet the sight of thousands preparing for a Sitting was something to marvel. It heightened the senses and dulled the ego; a humbling stage where you could not deny yours was merely one voice in a sea of thousands. Alliances, solidarity, cooperation – these were the tools of the Quorum and its true purpose.”

A debate in the Interstellar Quorum is called a Count. The purpose of a Count is to pass a decision or law that all planets in the Alliance must accept as a final. Representatives speak and/or vote at Counts on behalf on the planet they represent. One can imagine that this gives them great power, especially when it comes to matters of galactic warfare, resources or levies. Interstellar politics regarding taxes and the deployment of Warriors has been a cause of great friction between Representatives from different planets. The Interstellar Quorum plays a big role in the book series.
